Buildable Lot w/town approved plans - Elizabeth NJ

Hey everyone, so I have a deal.  

It's raw land in Elizabeth. The seller had a house on there and it burnt down years ago. He was toying with the idea of re-building on it so he spent a ton of money having plans drawn up to build a 12 unit building all 3-Bedroom's. He needs cash asap because he has 2 other properties he needs down payments for to buy so he's letting this go pretty cheaply. The plans are already approved by the town. All someone needs to do is buy it, build it and rent them and collect the checks! This guy works 2 full-times jobs as a nurse and also goes to Med school, so he doesn't have the time for it. He just wants to buy a few more 4-Family homes in the area.
